Conference held on managing human resources at higher education institutions
Higher education can be considered competitive if it effectively uses human resources in its social and economic development – this was the central idea behind the conference on Managing human resources at higher education institutions that was held on Friday, March 2nd, 2018 at the Faculty of Economics and Business of the University of Zagreb, and organised by the Agency for Science and Higher Education.
Prof. dr. sc. Blaženka Divjak, Minister of Science and Education, opened the event by emphasising that people are the strongest link of any organisation, especially educational institutions. She also emphasised that the Ministry of Science and Education supports projects that put this topic at the forefront.
The conference was organised within the scope of the project „Modernisation of higher education institutions through enhancement of human resources management function“ (HRMinHEI) that is financed through funding from the European Union programme Erasmus+. Its purpose is to strengthen human resources management function at higher education institutions, and to develop innovative tools for self-analysis of the effectiveness of human resources management.
„The goal of this project is to encourage debate on increasing the organisational effectiveness and global competitiveness of higher education institutions, increasing their contribution to economic growth and social development by improving the quality of human capital in the area of higher education, as well as to encourage excellence among academic personnel“, stated prof. dr. sc. Jasmina Havranek, ASHE director.
The conference brought together many participants: representatives of higher education institutions and experts in managing human resources. Among them were prof. dr. sc. Snježana Prijić-Samaržija, Rector of the University of Rijeka, prof. dr. sc. Vlatko Cvrtila, Dean of VERN’ Polytechnic, dr. sc. Mislav Balković, Dean of Algebra University College, and other distinguished guests who had the opportunity to participate in debate on the following topics: how human resources (HR) management helps the development of higher education institutions, whether the development of this function is a necessity or a trend, and what is HR like at Croatian higher education institutions. The publication Overview of European and national policies related to human resources management at higher education institutions within the European higher education area was introduced, which came about as a result of this project.
Conference „Human Resources Management in Higher Education Institutions“
Agency for Science and Higher Education is organizing the conference „Human Resources Management in Higher Education Institutions“. The conference is taking place on 2nd March 2018 at the Faculty of Economics and Business Zagreb, Trg J.F. Kennedy 6, Zagreb at 8.30 AM.
The conference is a part of the ERASMUS + project „Modernisation of Higher Education Institutions through enhancement of Human Resources Management function“ (HRMinHEI ). The main purpose of the project is strengthening of Human Resources Management in higher education institutions and development of innovative self-assessment tools for benchmarking Human Resources.
The Croatian Agency for Science and Higher Education (ASHE) is the leader of the project HRMinHEI in partnership with Faculty of Humanities and Social Sciences University of Rijeka, University College Algebra, Danube University Krems from Austria and University of Tampere from Finland.

HRMinHEI project meeting was held
HRMinHEI project meeting (Modernisation of Higher Education Institutions through enhancement of Human Resources Management function) was held on Thursday, February 1, 2018 at the University of Tampere in Finland.
The meeting gathered representatives of the project partners: Agency for Science and Higher Education, Algebra University of Applied Sciences, University of Rijeka, Faculty of Philosophy, Danube Krems University (Austria) and Tampere University (Finland).
There was a discussion about the activity plan by the end of the project and the presentation of project results: overview of recent national policies in regard to HRM in HEIs, report on the organizational diagnostic survey and presentation of the online self-assessment tool for the purpose of a systematic evaluation and benchmarking of HRM at higher education institutions.
This two-year project started in September 2016 and it will last until autumn 2018. The purpose of the project is the strengthening of Human Resources Management in higher education institutions and the development of documents and tools that will be useful not only to partner countries but also to higher education institutions throughout the European Higher Education Area.
Kick-off meeting of HRMinHEI project held
The kick-off meeting of the project HRMinHEI (Modernisation of Higher Education Institutions through enhancement of Human Resources Management function) co-funded by the Erasmus + programme, was held on 24 October 2016 at the Agency for Science and Higher Education (ASHE).
ASHE is the project leader in partnership with higher education institutions from Croatia and Europe: Faculty of Humanities and Social Sciences in Rijeka and College Algebra from Croatia, Danube University Krems from Austria and the University of Tampere from Finland.
The project started in September 2016 and it will last until September 2018. The purpose of the project is the strengthening of Human Resources Management in higher education institutions and the development of innovative self-assessment tools for benchmarking Human Resources Management.
General objectives of the project are: to improve the organizational efficiency and effectiveness of HEIs as well as to increase their global competitiveness; to encourage and improve higher education institutions’ contribution to economic growth and social development by enhancing the quality of human capital development in higher education; to stimulate excellence of European HEIs staff and cooperation with the European Higher Education Area.
The project outputs will be documents and tools that will benefit not only the project partners, but also higher education institutions throughout the entire European Higher Education Area:
- Review of national policies on Human Resources Management in European higher education;
- Online self-assessment tool as Open Educational Resources (OER) for the purpose of a systematic evaluation and benchmarking of Human Resources Management at European higher education institutions;
- Documented Human Resources Management processes developed at HEIs – partners in the project – as a model for other higher education institutions;
- Guidelines for the development of the Human Resources Management in HEIs in Croatia, Austria and Finland.
HRMinHEI project complements the main determinants of the Erasmus + programme and the EU Modernization Agenda for Higher Education adopted in 2011.
